The article deals with the research into world trends in the development of international trade, as well as main trends in the development of national ports. The program software for the commercial sea ports development has been investigated out, and main advantages stipulated by the Law of Ukraine "On sea ports of Ukraine" have been analysed. Major problematic issues faced by the national ports have been identified; a complex of priority strategic tasks has been determined. The solution of these tasks will increase the competitiveness of Ukrainian ports in comparison to foreign ones.
