THE NOTION AND TRENDS IN DEVELOPING A NETWORK OF PUBLIC ROADS

The article proposes a definition of the notion «developing a network of public roads» according to which trends in the development of road network have been identified, namely to bring the functional condition of road networks and engineering structures to relevant international requirements and standards; construction of road networks; improving the quality and sufficiency of road services; improvement of the condition and completeness of the application of engineering means of transportation planning, and information for road users. Four groups of factors (legal, financial, managerial and production) that hinder the development of public road networks have been ascertained.
